                    A speech is a continuous stream of words by one person. We count the number of speech elements in the transcripts. These include speeches by the chair, interruptions, answers to interruptions, and of course "real speeches" (in Dutch "betoog"). A speaker at the central lectern is either a member of parliament or a member of government.
